When do outdoor plants vegg? In southern cali?

The only lights i have is my 600 watt LED and electric bills are a mofo, Even in flowering the cost me up to 70$ + a month increase i dont see any savings watt for watt so i want to leave it on 12/12 and use the sun for vegged when would be a good time to put some seeds outside and have it grow into mothers?

tis the season right now. or you could just buy a few cfl's and veg with those , almost no cost of electric. it doesnt take many cfls's to veg a plant.
