When can I expect to start seeing buds?

Hello all, ive got my first grow well underway. My big girl is on day 70 from planting, and day 8 of 12/12. I've had female preflowers for about a month already, ifnot longer. Now, i changed the light from 5000k to 2700k and it is on 12/12. Im getting more female pistils, but no actual bud sites are forming yet. How long can i expect this to take?

I fed FF grow big through the veg stage. Then gave her one good flush, and started with a half dose of FF TIger Bloom. Then watered only, then a full dose of Tiger Bloom. Still no buds.

*UPDATE: Also as i forgot to mention, im running a total of 170 real watts of CFL (about 700eq.) I am ordering an Apollo Horticulture 400w LED light for my flowering room. And i am going to be seriously upgrqding my floro. Situation for a seperate VEG. Room.

It will come, i see a sativa plant :-) slow growing plant - Some strains can take up till 11-16 weeks to finish, when set to 12/12

A lot of variables like strain, lighting, environment but you should see them developing small buds within the next few days, Mine typically start showing small buds within 7-10 days or so if they've been vegged for 6-8 weeks. I switch from vegging with LED's and flowering with CMH which tends to speed things up by changing light sources and spectrum. Regarding variables, if I switch them from 18/6 to 14/10 for a few days then flip to 12/12, buds usually show up within 4-6 days, the switch to 14/10 triggers the stretch and they begin pre-flowering so flowers show up faster when flipped to the final 12/12 schedule/lights.

Being on the poor mans budget im on, i still havent bought a timer, I've simply been manually doing the 12/12. (Havent missed a changeover yet) but I went from
24/0 - 12/12. Also, I am ordering my timer, as well as an Apollo Horticulture LED panel this weekend, so that should be a major improvement as well.

Will the buds form at the top of the plant, or branches first?

The power consumption on that apollo is going to be a lot less than 400W, so I could see penetration issues with your tall plant. Have you checked out the LED subsection?

The actual power draw is @
198w +/- 5%. Which, still should provide enough light... I'd hope? And the LED's in the panel are 5w a piece. (Rated)

They'll form all over, although the top buds will typically start off bigger and show first, you may want to see about adding some light, good points made that it's a little under-powered for the size of the plant.

@everyone I'm working on the lighting situation, i just am not in a position to see invest into lights that will just be put aside in about 10 days when i recieve the LED, is it REALLY worth it if i were to add 4 more 26w cfl's for the time being? Or can i just leave these for another few days and expect it to flower

Other than genetics the only reason for the long inter nodal spacing you are seeing is lack of light.
If you have some CFL's you can use in the interim then I'd do it.
