whats wrong with my plant

can some 1 help me out with my plant ive been growing for years and ive never had this problem this is just a bag seed that i started to test my new room out and get it set for my autoflowers comming in but in the pics i post u can see all but 1 of my leaves are curling under at the tip and then twisting sideways and u can see the plant is way undersized for sprouting 37 days ago

They are getting too much nitrogen, which will cause dark green foliage, slow growth, curling leaves. Remove from pot, gently remove rootless soil, repot in clean soil, then flush. Happy growing!

Could be from PH fluctuation too..
