what's eating my leaves?

I've got another problem, and need help soon. It popped up pretty fast. BUGS. They're never there when I am (about 9-10am), but they are eating the leaves. I have photos, but they are out of focus. (I just put the camera above the plant and clicked...to high for me to see). SO, if you can help, I'd appreciate it. I thought it was grasshoppers and may be, but don't know what to treat it with. Most of the leaves affected are just below the buds, and I can't spray the buds with most things.
