Is it possible that once i planted the germinated seeds i could grow them inside without any special lights?

U can use cfls to grow it out.

Depends what you mean by "special" lights.
I'd suggest some good fluorescent lamps or a small HPS as a minimum for getting anything worthwhile.
If you can put it on a sunny windowsill and leave it there through the autumn, you'll get a few smokable buds.
I really wouldn't recommend it, though.

What do you call special lights? There aren't "special" lights just different types....

I dont mean grow the whole plant. I just need to get the plant from the germinated seed to the point where it is sprouting out of the soil. I intend to grow the rest of the plant outside.

you don't need light until its above soil.
So you don't need any light. Is that your question.

To the OP. Nope...need no light before your seed sprouts. As soon as it sprouts thought it'll need some light.
