What to do with extra clones all the time?

I have thought about randomly planting them in peoples gardens, or at some park. Maybe on some hiking trail in an obvious location, but being it is still illegal to grow outdoors here, i dont think i am willing to risk it. If outdoor was ok, it would already be done
 
I keep extra clones but I clone in plain water & nothing else. If I was using rapid rooters or rockwool I would keep less clones. So when I throw extras away I've only wasted 10oz of tap water
