What to do about runts?

Here is the tale of two plants. They're Master Kush. Both planted on the same day. One is 95% larger than the other. Everything the same: nutse, water, sun, etc... has been identical. Any ideas why some are so puny?
Here's two pics of each plant...

I've had runts from the same strain. Sometimes I yank 'em...other times I've let 'em grow out. The funny thing is.....the runts I let grow ended up being bigger and better plants than the others.

I'm not saying that'll be the case for you, but it really doesn't cost anything to keep 'em going and see where they go.

that's a really dense outdoor plot! You do plan of pruning, yes?

Sorry I had to edit, I came off like a dick. Props on the raised bed, whats the mix? I just ordered 7yds today of black peat/ aged manure/ compost/ silt.

I've had a couple runts and a morph lately, Same scenario, they are all indoor tho. They are doing great now and glad I kept them.
