I am currently experimenting with this because I have 3 clones right now that are doing this. They never recieved anything less than 18 hours of light yet they still look like this. I just flipped them to flower so I am interested to see how they do. They look totally different than they did at first so I think genetics alone might cause this IDK as of yet if the plants will be omproved or equal but one seems to have really stopped growing and it doesn't look promising. The other strains in my garden are all still totally normal. Here's some pics of mine.
