Fluorescent shop lights ( t8 ). or t5 high output fluorescent are both pretty low heat and produce good results. T5 is more expensive but is better, the t8 lights are cheap and give some good smoke too. I prefer those over cfl lights because they are more efficient than cfl and spread the light out better too.
What you spend on lights shows in the end product, it's much harder to get great looking buds with cfls or t8 lights than it is if you were to use a hps or led setup. T5 h/o is almost as good as hps but produces a fraction of the heat.
If you are considering led lighting then I would go with a brand that gets good reviews on here, some of the led panels are cap and are a total waste of money. While blackstar panels work I don't like them because they lie about the product, my 240 uses 2w diodes and only draws 130w, which is 110w under what I thought I was paying for. They do work pretty well though, just over the last year some better options have come that rival the blackstar price that don't lie about what their product is.
You could use a 250w HID (high pressure sodium or metal Halide) too, but with an hid light you are adding alot of heat and the risk of fire goes up a bit with it.
