20w/tube - efficiency at what? Difference is the heat.

I think you would be more than ok dissipating up to 20w passively on that length of material. USB coffee cup warmers use 5w for reference.
It's 95%. I have a backup plan I am considering of small individual square sinks and placing them in some channel tubing. The problem is finding channel that is shallow enough. Otherwise, round 50mm finned sinks inside channel.

I was thinking about drilling holes in the top of the tube to aid in air escape which may negate the fan.

You need at least 110cm² for passive and 40cm² for active cooling 1watt.
If you want to use 20 mono's on square tubes, take 50x 50mm tubes with 5mm walls and choose two 40mm fans and add one to each end in a push/pull setup.
You can also add one or two small C-channels inside to the bottom with thermal glue and 2 or 3 screws to increase the inner surface area.
Also 8 C-channels, two on each side, are possible but maybe to expensive!

My math sucks, and calculating required dimensions is bothersome lol. As components for my build are trickling in I am now considering this heatsink. The price is right and am curious for input on this. By my calculations adding fin height +width x 30" length gives me 1064cm2. Am I right? The next size up is 1.8" wide with higher fins.
