what makes a plant dwarf?

i got 6 seeds from a buddy all the same seed , got 5 of them to take off. 3 plants are growing normal, but the other 2 are dwarfing, by that i mean 4 in tall, 3 weeks old, and not the green that it should be. Ive been feeding them FF big grow and like i said 3 are growing normal and are 14 inches tall. any help would b appreciated + rep

They could be different strains, different phenos, different sexes, etc. Are you checking the soil pH?

the ph of the soil is 6.5-6.7 and it is growing in the same tote as another plant that is growing normal. all the leaves weather they have 3,5or 7 fingers are not any bigger than a 50 cent peace

It could be that one plant is dominating the container, strangling the other.

Root bound plants don't grow much. you say the plants are in the same tote? guess one is taking the lions share of nutrients
