sounds like a working setup and dont waste your time with cfls if your using a 400 watt, given they are about a foot and a half away from the light. the 3 by 3 is a great idea but it might make a couple of them be somewhat out of your range of light. if i were doing this id veg the ones towards the middle for a week or two less than others so it can let the outer plants get some more energy. and make sure the fans hitting all of them.
and if your really trying to max out your grow area in the future id recommend building shelves for pots at and make sure they stick out at about a 45 degree angle, and make sure the shelves are about 1 and a half feet higher on the wall than the previous. if you dont have problems, you could have 5 shelves(given you dont make any in the top 2 feet) on a 7 ft wall and set up 3 plants to each shelf, you have 3 walls to do this on. you might need to upgrade to a 1000watt but you have the potential to grow about 45 1 and a half foot plants that can harvest a little more than a half ounce(your energy bill wouldn't be a problem after the first harvest). lowryders would work but you cant clone them so seeds would be kind of costly. try this with some nice small sativas, or maybe try some aurora indica, its a good growing plant and if you flower it after about 3 weeks of veg it gets a good harvest.
