What is wrong with this "extract"?

Hey guys, today I tried to make a tincture like I've done many times before in the past. I decarbed some extract in a small shotglass, then added it to 190 proof Everclear. Normally, it all dissolves completely but this was looking off. It remained cloudy and I sat it aside for a couple of hours to see what would happen. I've now got this separation of whatever the hell this is on the bottom from the rest of the Everclear. I've dabbed with the concentrate and it works pretty well, but wouldn't it have dissolved instead of separating this badly if it's just extract? Hopefully one of you can shine some light on this for me. I'm in California by the way.

By what process was the concentrate extracted? Is the jar full of alcohol and that beige layer is just hanging at the bottom?

You get that color and cloudiness when you mix water, alcohol, and terpenes, but I've never seen it layer like that.

It looks like it has more than 5% water. Could it be miss-bottled 150 proof Everclear? Do you have a hydrometer?

This concentrate was purchased from a dispensary but it was "house" and not lab tested. Yeah, that's Everclear with whatever the solids are stuck to the bottom. I don't have a hydrometer but I took a sip and it felt like it evaporated as soon as it hit my mouth. I read a lot about cut extracts last night with additives and was thinking since this wasn't lab tested there was the possibility this place is selling bad extract that they're just middlemanning. :(
