what is this light Thing?

I'm growing using cfls and i am trying to find some kind of panel or strip that i could put 4 or 5 cfls into...

I can't figure out what this thing is, in the picture

If you cant afford a t5. You can go get a bathroom lighting fixture, have someone that knows what they are doing wire it so you can plug it in ( it comes so you directly wire it instead of a plug)You can add splitters and stuff, it needs a grounding wire as well. 3 prong

I'd get a few power strips from HD and some of the plug in light sockets. put the Y splitters in them and you can get 6-8 CFLs in one strip. then mount that onto a simple hood you can make out of a bit of cardboard with some mylar taped to it. that's what I'm using, you can get fancier if you want.
