I'm not the greatest expert dude, but in my opinion i would say that looks just like a natural growth bulge - maybe from where the plants put on a burst of energy to grow & strengthen its stems & branches for forthcoming budding. And thus the reason it looks a shiny green is just cause its new growth & in a few weeks time it would solidify & look more bark-like & match the colour of the main stem.
I especially think this since u say u got it all over all the plants yet u mention no hairs, protusions, etc & also make no mention of any liquid weeping, cracking, splintering, etc. (which would be more serious signs if these symptoms were present too) I may well be wrong but i would guess its just structural support growth from its main stem to its limbs.
