what is this bug?

Found this fucker On my two outside plants. Theres a few more too what are they? Are they bad and how do i kill em? Also what are these tiny black dots from?
Ive also noticed a few white flys and leaf miners...but just started budding outside so am i screwed on being able to spray anything now?

The first pic looks like a lacewing larva, which would be a good guy, the other pics I just cant make out good enough to even take a guess.

Let nature do its' thing. Good bugs - bad bugs....whatever.
If you notice like 100000000 of something then take action but a handful of different bugs aint nothing to worry about.
