What does +3% mean

Hello, I have 2 Lefreshinsoft 1000w lights and I was wondering what it means when it says power draw 100w +3%

I believe it is the required power total. There is always some loss just to power shit. If your required draw is 100w to power the light the +3% would be power not directed to the emitting the light output.

Don't quote me, as I could be wrong. I'm sure someone else can clarify with personal experience.
