What are these white spots?

So i have 2 growing under a 250w hp. small closet
light is about 18 inches above
both seeds were germinated then put outside at the same time.
After 2 weeks one started to pre flower (the short one in front) and so both were brought inside. Second one did not pre flower til a week after. So essentially the small one(in left pot) was on the 12/12 light cycle it seems from the start (new england and its fall). It is much shorter, probably half the height, but the leaves are getting right one has what looks like white spots. Dont think its spider mites, im hoping not mildew.
this is the set up, and i tied the right one down in a few spots (going around the first one really) and colored it just so you know what is what in comparison.

he white scratches are from bugs probably thrips and the other one looks locked out. Too much nutrients or un ph'd water

There are tiny little bugs that fly around. Whenever they get watered.I've used water almost every time, some store brand bought supplemental stuff for plants (2 drops per quart) only did that twice. I believe heat stress is a big factor. I hung a tiny fan that barely even does anything. When i have the time, i open it and get a bigger fan. It is tough to lower the temp.. it is in a closet with a slider door that opens like this --> \/ when you close it, the bottom of the V is pushed up. (tried my best imagery...)

I will not be able to get to that tonight because of the light cycle. I have never tested the PH level what is the cheapest way to do so? i am not looking to spend 70 bucks just to test ph out..
and manganese or magnesium?

magnesium... next time right when you flip your lights to 12/12 start supplementing with either calmag or epsom salt. You wont ever have this problem again. And if your in soil and NEVER wanna have to worry about ph then I would recommend adding dolomite lime before hand. It will also add a little calmag to the soil but not enough to keep them happy in flower and thus supplementing is necessary

Is spidemite damage was to the point of making your leaves look like that then you would def see webbing on the leaves

you are talking about the smaller one right? Thank you for the advice, hopefully it will work. What to do about the white spots?

can you get a better pic? calcium might have something to do with it too.. I can't really see the white spots your talking about

Looks like you got thrips. You can try neem oil but Azamax is faster...usually 2 applications, but use 3. It will slow down your flowers though for several days...maybe a week. A spinosad such as Naturalyte or Conserve works also.
