Oh is correct nutes amount correct so what exactly is happening is this the result of ready to spray neem oil and insecticidal soap? Or is it light/heat stress

Your plant is fine bro. Just leave it alone. Maybe skip a feeding. But she just got a little to much to eat. Not a big deal

In another forum a guy told me it’s the neem oil I’m using because my grow light was still on after applying it what do you think?

That could happen but that's not that case for you I don't think. Your plants are just eating.
In the future most of your insect problems are in the soil and cause damage to the roots. Unless you absolutely have to spray your foilage I'd suggest against it and mix neem into your water and it will kill all larvae in soil. Maybe buy or collect some lady bugs for your tent.
