Electronics and moisture do not mix. Corrosion from moisture is also problematic for electronics. I would advise to get rid of it and find an new one.
Good Luck

Put thr ballast in the same conatiner as a bunch ofdry white rice. At night a bunch of Asian guys will come and eat the rice while fixing your electronics. Always works for me.

This is what I do for wet electronic/electrical stuff.

I disassemble and submerge it in 99% ISO, give it a swish or three. Drain and air-dry.

The alcohol will remove any moisture and mineral deposits that there are, and dries with no residue.

Good luck.
