yea they'll grow out the tops where you see a bit of yellow and where you see the tiny leaves growing in the crevasses where the fan leaves stems shoot off the main stems. I tried to put arrows real quick where you should see bud sites forming.

Yeah the bud will come from the growth shoots tips or whatever you want to call them they are not going to give you much bud though they don't look strong enough to support large buds.
