Alright, well let me bang out multiple questions... I know i've posted before about it, but i'm constantly making changes and adjusting (first time, first plant so i'm expecting little to very little out of this guy) but with that said...

Set-Up: :spew:
Amount - 1 Plant
Lighting - 2x 20 Watt Cool White Fluorescent
Ventilation - Small Fan (Low Wind Speed)
Timer - 18hrs/4hrs
Soil - 60%Peat Moss / 5% Gravel (At bottom for drainage) / %40 Soil (Non-Fertilized)

Questions:
What are those little yellow dots located on the most forward visible leaf??? Nutrient deficiency? How do I solve?

Should it be taller (5.5") for being 3.5 weeks into veg state?

What else could I be doing for it?

When should I start the flowering process?

Having looked at the rest of the plant it seems very healthy, if you have started using nutes it is probably sue to spilling the nute solution on the leaf when you were watering, is still worth checking the plant over for spider mite just incase. Certainly not nute deficiency - cannabis does not really need any added nutes in the first three or four weeks of vegging.

Should be a little bigger, but probably down to low light levels, is there any way you can invest in more light?

As for what else you can so, I would say let it do its own thing and not interfere to much.

You could start flowering now in all reality, but the longer you allow the plant to fill out the better the yield.

Thanks for the input David, I am friends with an electrician that can pick me up an HPS fixture/bulb for free so I'm fortunate in that aspect. Also this has been more of a first time - fun, and intriguing thing for me. I didn't want to get to serious with it, but still make it worth while. So I'm hoping thats what I accomplish, and I appreciate all feedback. Now it's time to get rippy skippy :)

As close as you want them. Floro tubes can touch the plant without burning it. My opinion would be to get a cfl or two in there as well.

Right on, I moved them to about .25" away from the light, thanks for the suggestions and tweaks. You'll all probably hear back from me soon :P

My only suggestion was to move the lights but i see thats already been posted. I made that same mistake with my plant and now ive got a stalky tall and non bushy plant but im still holding hope.
