Well.. spider mites... but there’s also some rot. Must have gone unnoticed??

The solution is to trash all bud that looks like that and possibly save some of the plant. Depends on how bad it got hit with rot and mites.

Like mentioned this is a death knell situation. Those buds are done. Hopefully you have some that aren't affected somewhere.
Some notes for the future may be:
Keep a sterile grow area with plenty of air movement
As your buds thicken towards the end of flower lower your humidity a bit to avoid a suitable environment for such things

I didn't have mites and my mould webbed itself like that, chop it off because it spreads
