Want to start a dwc/scrog setup. questions

I chose this setup(look at my masterpiece of art attachment)design due to 2 others and myself being medical marijuana patients and this is the maximum we're able to have in my county(los angeles)

it consists of 12 mature and 12 immature in 12 aeroponic 5 gal buckets, being fed from one reservoir. with a 1000 watt bulb being water cooled from the other reservoir.

the setup consists of a bucket aeroponic system, basically if I can, I want 1 single strong water pump to feed 12 of the buckets for lets say 1 minute then 5 minutes or so of rest, with the drain off running back into the reservoir, with this setup I hope to be able to keep a uniform temp/ppm/ph reading for all the buckets, Now heres the part I really need help with Most setups I see each have their own water pump inside the bucket connected directly to the pvc pipe. I do not want that setup, I want to pump from a reservoir and then feed into the buckets, I was thinking just getting a lot of tubing, poking holes in them and placing them around the lining of each bucket, perhaps maybe even being able to get thick tubing and poking holes in them and putting mini sprinklers in the holes in tube. The air pump is of course there to bring air to the inside of the bucket, however I'm also curious to see if there would be pressure buildup inside the housing, and whether this would be beneficial to the plant or not.

I will need some advice on how to set this up, I'll need a strong water pump, preferably less than 150 bucks, a bunch of tubing and perhaps some sprinklers, so if someone can post some links to the materials they think would work best for me then I would be most appreciated

I want my other reservoir to have a radiator setup to draw heat out and be cooled by fans, so if someone knows of a website that sells cheap radators for this setup please let me know.

the picture doesn't show it, but i also plan to use the scrog method. I'm unsure as to whether that would work with my setup, as i've never done it before.

looking back i'll need 4 different mothers for the 4 different strains i'm growing.

if anyone has a better, more efficient setup for 3 people with 6 mature or 12 immature each, I want it to be perpetual of course.

Also I was reading and apparently the supreme court of california removed the limitations or something to that effect that patients can grow

http://www.sacbee.com/2010/01/22/248...ate-limit.html

does anyone have any insight on this? I read elsewhere that people were getting the wrong impression and thought they can now grow as much as they want but apparently they're wrong.

So my question is, with this change would I be able to grow a few more plants without getting in legal trouble? as i have fibromyalgia and various other muscle/bone related illnesses and unfortunately I require a good deal amount of the medicine for my body to relax. If I can grow more than that would be fantastic. The medical marijuana forum would prolly be a better place for this question.

I'm new to this so I know my setup can be improved and i'll most certainly be asking for more insight these coming months as i grow

Thankyou for the advice/insight. In about a month i'll have my setup complete and i'll be posting a detailed journal of my experience from start to finish.
