When the plants are done. I personally check the trichomes, the color of the crystals determines the plants ripeness. Most indica strains will finish between september and november in the northern hemisphere.

The best lights at walmart are the mogul socket 65 watt compact fluro. You need a larger socket to hang from but these 65 and 125 watters work amazing for veggin.

Much better light penetration and they are easy to move cause they have no reflector and they cover a large area of space.

Definately want more watts. I'm not into the mogul bulbs, but I found a few 42w 6500K for about 10 bucks each that I use, screws into a standard light fixture...Found 'em at a "Do It Center"

No, it's only using 17w actual...it's 75w equivalent(but not really)...With fluorescents, you should always go by the actual wattage, not the "light output" or whatever...Find out how many watts it actually draws...Walmart has those spiral fluorescent bulbs...they're called CFL's...Get some of those that come in a clear package with blue and white cardboard inside..you're looking for 6500k(good for veg) and 2700k(good for flowering)...The 6500k come in 2 packs for like 8 bucks. Those lights actually work pretty well, and I used the 2700k for flowering. I got rock hard dank buds, but not a huge plant.
