I don't know the specifics of that lamp. For seeds I use some 20w "Cool White" cobs and a pair of "Cool White" LED T5s at around 15cm. When they develop into full plants I put them under my TS1000s at 60 - 70cm distance and no more than 25%.

What light would you suggest for a 80x80x160 to start 12-16 plants while my 8x4 finishes flower

i flower 12 in my 8x4 tent
My seeds are in a 120x60 and I am using a pair of 90cm T5 LEDs, with 4 of these running betweem them...

I get them within about 20 cm of the lights.

300w @ 14" to get 400 umols in my 4x4.
I'd figure 200-300w would be more than enough for what you're looking for.

I think that light would cover a 2x2 tent slightly better than a 2.5x 2x5...but I agree, I have a hard time using these small LED boards for seedlings-they just don't thrive quite as well as under t5s, but I have done it several times. Do you have a lux or par meter? I usually dial in to around 10k lux for seedlings, then adjust from there. That might be something like 25% at 30 inches or more distance. Lux isn't ideal but it works fine for things like this.

Oh yeah, that's definitely the issue, seedlings don't grow much when it's that cold.
