Ventilation! Help!

Hey guys my question may be simple to some but easier to others which is why I'm seeking everyone opinion! My question is this: would it be better to put my vortex fan between my filter and my cooltube (filter>fan>cooltube>outside air)? Or would it be better to put the vortex after the filter and the cooltube (filter>cooltube>fan>outside air)? The arrows represent the flow of air. I know it's better to suck through the filter but jus where would it be better...after the filter but before the cooltube? Or after the filter and after the cooltube?

i would have the fan sucking air thru the filter then the cool tube then blown outside. works for me.
