Not necessarily, as long as temps are good you are OK.
The ventilation van is designed to move CO2 from the bottom of the area to the canopy. This helps with transpiration and that occurs while lights are on mostly.

Agreed, the exhaust fan doesn't need to be on 24/7 but if you turn your fan off at the same time as your lights you might have problems with high humidity right after the your lamp shuts off. You might have to leave it going for an hour or so longer or get a dehumidifier to avoid moldy bud (learned that one the hard way)...
