I'm running 3 8 bulb t5s and a 1000 watt Mh on 75% get around 60 humidity and 82 in the room I can tell my plants are a little nitrogen burnt and heat burnt. Should I get and intake and outtake?

You should get an intake/outtake anyway. 82 isnt that bad but 75 is ideal.
You could lay frozen ice packs infront of a fan to help cool it a little bit but u should draw the heat away regardless

Drawing the heat out and proper intake is your best bet. You can also go with a Swamp Cooler to cool the room down. They are easy to build and maintain, search YouTube for some ideas on how to build one. I use one gallon frozen jugs instead of straight ice, that way I'm not dealing with emptying the cooler of water all the time. I recommend the gallon jugs of Hawaian Punch, the juice isn't bad and the jugs come with a carry handle. I have 8 of them, 4 go in the cooler and when they need replaced I just swap them out with the 4 from the freezer. It's a quick easy system.

Raise your humidity to 10% lower than your temps in veg. So you would want around 70-75%. Lower nutrient strength because plants will be transpiring more because of heat, therefore they will need more water than nutriets.
