Using Dolomite Lime to Raise pH of Water

So I am having a bit of a problem here. I have setup an outdoor area near a stream. The water of the stream's ph is 5.0 - 5.5, not good for marijuana plants as you know. I have a ton of Dolomite Lime to use and this other stuff called Garden Lime by Espoma ( http://www.homedepot.com/p/Espoma-6-75-lb-Garden-Lime-100508617/203192761 )

Now I filled up my gallon jug almost all the way then added up to a tablespoon to dolomite lime, shook it up fairly well as I did the same with the garden lime. I inserted my electronic pH meter waited a few seconds and it only went up to 6.0 while leaving the water completely mucky and limey. I am willing to add another tablespoon or however much I need to add to the water for it to become 6.5 but I'm afraid that adding too much dolomite lime will kill or injure my plants because the pH wasn't raising much even with the garden lime and the water looked very unpleasant and I'm thinking in my mind, "my water doesn't look all that great looks like there's too much dolomite lime in here, would adding enough lime to make my pH balanced be too much for my plants to take?" and the same thing happened with my garden lime. I was also thinking that my pH meter is messed up and not accurate. I was also scared that the water of the pH maybe a lot higher than what it was reading due to the crazy amount of dolomite lime and garden lime I had to add to it. I cannot afford to buy gallons of water so I need to know how to use dolomite lime and garden lime to fix the pH of my water. Thank you!

Dolomite buffers PH in soil, not in water. For water use PH up or down
I have heard some people use vinegar as pH- and baking soda as pH+ ....your thoughts on these household products to alter the pH

I personally use apple cider vinegar, but I'm in peat, I'm told they are not reliable in hydro?

I seldom need to pH down, but when I do I use apple cider vinegar as well....I notice that particles settle in the bottom of the vinegar jar....do you stir/shake before using?

I have also heard they are not good for hydro, but I'm thinking i could get away with using baking soda in hempy's rather than using that pH+ which is so environmentally unfriendly...thoughts?
