Using coco... quick question!

If you're making a blend of 25% coco and 75% perlite, you still need to wet the coco before mixing/planting correct? How dangerous for the roots of a plant would it be to water a plant with dry coco/perlite blend around it? Might sound like a silly question but for someone who has never used coco, I feel it's worth asking for the safety of the plants!
