used oven fan from tag sale

So i bought this at a yard sale in the summer thinking i could maybe use it some day. Been sitting in my closet collecting (more) dust. I'm trying to put it to use, the only thing perplexing me is the plug. I'm assuming it plugs into some kind of speed controller, not your every day run of the mill 120\240v plug. Can i just splice this to a plug or is that asking for trouble? How do i make this thing work?

I've never seen a plug like that before. Should be able to splice it with a new plug
