Undeveloped same branches lower buds

As what is growing under the big colas remain undeveloped and pistils still white, could cutting the main colas for harvesting and leave the lower buds on the same branches under the lights could make them grow and mature as the main colas?

Yes, you can harvest in stages and slower buds will finish later. No plant has mature flowers or fruit all at exactly the same time, weed is no different. Think about it, have you ever seen a tomato or pepper plant have all ripe fruit at the exact same time, or any plant for that matter? Why would pot be any different?
