What type of lights are you using? How many watts? Plants will grow at different rates depending on, how much light, the type of light, if it's a soil grow or hydo ect.

So, after i have read this link i came to the conclusion that my plants are ok, am i right?
They look ok to me. Just small. With that light you need to be one inch or less away. I usually let mine touch for a week before I raise the light. The lower leaves may not be getting enough light. They could of been damaged earlier in life and are giving up. Could be a nutrient, nitrogen. It doesnt look like a big problem. The plant looks healthy over all. You are going to see some nice growth with that 400w. Throw up another picture about a week after you changed lights. The first day I would set the light about 24 inches away from the tops. Drop it to 18" the next day and see if you can get it close to 12" or less in the next week. You may not have to move it much since the plant will grow to the light. Just figure out where it starts to burn the plant and keep it a little higher. Pretty much as close as you can get before it burns.
