Ive done perpetuals similar to what you are speaking. First off use t5 in the first clone stage for more lumens and they are lower profile.
What i have done a long while back was had the first stage in an area a foot half tall or lil lower for germd seeds. It was lit by floros. Then a closet with a glass table in it. The table had floros equipd on the sides. The sec stage was under the table and third was above. The first is veg, second and third are flower. There was a 150 watt hps above it all in the closet. It was small and only yielded on oz per two to three plants each month but it worked.

Are you just going to have them in a tub with no lid, or inside a rubbermaid with lid? If in a closed rubbermaid, yes you may need a small exhaust fan.
well i was gonna have it with a lid on the cfl's was going to b mounted under a lid and a second lid will b put on top of that one and the cfl's would hang from those (adjustable) then i was gonna put a computer fan in and an osulating fan does that sound ok?

I'd use an indoor/outdoor thermometer with min/max memory to keep track of the temps inside the tub while it's running, and remember to do a test run before you put your babies in.

is it unnessasary to have a computer fan for exaust and another one turned the opposite way as the other one for intake? and do i position one high left corner and the other low sort of in the middle?

Keep the intake as low as possible and the exhaust as high as possible
Also, have the intake and exhaust on opposite sides as well

A second fan as an intake is nice but may not be necessary to control your temps.
soooo now i got my promix soil, my tub, milar,hot house, ph tester, exhaust and intake fans on order, 24'' T5's , and pulley's. do i need some perlite to start off with or anything else? oh yeah i need a therm/ hygrometer. i'm thinking of buying the reverse osmosis system. can i get feed back?
