Tubes to germinate!

Hi
I need to know if with 2 tubes of 16w i will be able to make seeds germinate, make them grow a little until i pass them to a bigger pot. I have 8 CFLs for the next growing step, but i would like to use those tubes for the first steps.

There are many methods to germinating a seed, no need to be in a rush, just germinate the old fashion way

no rush at all, but i have my cfls occupied in growing big plants.
i want to grow some new ones with those tubes. is it enaugh?
