These kids are victims of child traffickers and use these them to gain entry. The second child supposed father declined medical treatment for the child while in Mexico. Obviously its more important to drag a sick child across the border than to seek treatment.
This is another reason children are separated from the adult. They are rarely blood related...only pawns for entry.
