Trouble getting Sproutlings to take off

Hey found a few seeds in my rhythm animal face eighth was really excited they sprouted after a couple days in the paper towels but now are having trouble taking off in the soil I had them in a clone Dome with a heating pad under fluorescent lights it's been like 4 or 5 days now and this is all I have first two leaves have yet to sprout. Any thoughts too little air too hot too cold never had problems before

Seedlings and seeds don't need a dome or a heating pad.

So to hot?

How many watts? They probably need more light.
