Transplant question

Hey I just had a question about transplanting. I'm using GW, and just wondered if I dust the roots with the powder, or do I make the solution and apply that to the roots. I appreciate the help, thanks in advance.

With the powder or solution??

Either I use the powder.and dust.water mix is same thing just to jump start those root's for flowering.
