transplant/humidity question!!

I just today transplant two of my plants from 1 gallon container with Miracle grow in it. Today I bought some fox farm soil and some 3 gallon containers my question is how where should my humdidity be at cause right now its at like 50% I heard it should be in the like 65-70% during vegg'n but then again I just transplanted and one of the plant's looks bad o ya how far should I have my 4 foot T-5 from the top of the plant's?? cause your spose to give itlow light for 2-3 day's if I am correct? Here are sum pic's of my sick plant it was kinda droopy before I even transplanted it, it just got worse
