The sentence doesn't make sense anyways. Drunk driving is the same as drugged driving. Alcohol is a drug. It should say something like ""A second survey, the largest of its kind, assessed the comparative risks of driving while under the influence of different substances"... I couldn't take anything seriously from a survey that still separates alcohol from other drugs.

comparative = looking for similarities between things
