How’s your PH level? Always eliminate PH first as a possible factor. Any signs of pests? Typically the ones that really cause problems can’t be seen without some sort of magnifying glass. Other than that, I see yellow spots which usually means you are lacking magnesium and/calcium as they go hand in hand. This could be because of ph being out of balance or not getting enough

Interveinal chlorosis in the mid part of the plant is Mg def, I don't see that. Orange/rust punctate spots in the mid part of the plant denote Ca deficiency and I don't see that.

What I do see is a light yellowing of edges with a healthy green color and you're in flower so I'm going with a mild K deficiency.

If you're in soil I wouldn't worry about your pH but I would ask other soil/outdoor types what they do. I'm sure one will show up here soon. If you're in coco up your K and mind your pH. Nice job.

I wouldn't spray Neem on buds. I also wouldn't indiscriminately treat for bugs until I figured out what they were. I grow indoors which is an entirely different world.

Why not post your best pictures of bug damage in the Plant Problems, bugs section or try in the Outdoor section. Those guys are pretty knowledgeable. Good luck killing your pests.
