if you go buy even a couple 42 watt compact fluorescents you will get way more lumens (more light) and you will use less energy which will save some money on the electric bill...if you want to use 200 watts i'd recommend getting 4-5 of these 42W cfl's...and since your in flowering, get the warm colored ones

Yup, your'e on the money..
But i'd maybe say get 2 x 42w cfls(Light Equivalent to 200w bulb) with reflectors of some sort to utilise the light as much as possible and for less light wastage...(even takeaway food trays work ok if youre really on a budget)for the canopy and then get 6 x 20w cfls (Each 20w cfl is equivalent to 100w regular bulb) for the sides etc...
That would give you a rough 1000w of light.,and you still stay within the 200w power consumption range..
I use the following...
2 x 42w Warm White (2700k)
4 x 20w Warm white/cool white(2700k-4000k)
2 x Daylight (6500k) To provide a lil blue in the color spectrum to create a more natural light.<<---- this 2700k-6500k Kelvin rating is on the box info.
This should be more than ample for a coupla plants
Tin foil??? No, it creates hotspots.. either paint it FLAT/MATT white(not Shiny) or buy some mylar you can get it for a reasonable price from ebay or maybe a local store.
