Looks like cobweb mold. Probably not detrimental to your plants but may be a good idea to wipe down all your blumat lines with a 10% bleach, drop of dish soap, and water solution.
You obviously don't want this to spread to your buds. The soaker might be leaving it too wet for too long. I use drip style blumat carrots myself but never saw anything like this. Maybe change out that straw for something drier and better draining even though that is what I use as well. Change it out with some dry straw and/or try mulching with something inert like perlite or sand.

They're only a couple of weeks away from harvest. Should I just wait to switch out the mulch? Would be a lot easier that way... I'll try wiping the lines down tonight.

Personally, I would let it ride or bury it with 2"-3" of compost/EWC for a couple of weeks. Whatever fungus is at your soil surface is probably beneficial.

Mine were nasty by the end of my outdoor grow. I just kept everything but tossed the Blusoak until I need more.

So you just tossed the blusoak tape? I have another length coming in to replace some that had a hole in it before. Might just swap them out after this cycle is done.

Yes, I threw it away. Mine were buried with Bu's & earthworm castings anyway.
