Time to repot?

Looks like a nice setup. These guys will help you with getting your lighting dialed in. As far as transplanting, I'd wait at least a week to transplant, maybe longer depending on how it adapts to the new light. Although I just looked at the cups as mentioned not much soil in them might become an issue if kept that way for a week under the new lighting.

The whole point of benefiting from transplant, is to let a decent rootball establish; your plants as they sit, if you pulled up the medium it would probably just all fall apart. You want more root mass, it's the whole point.
