Thrips.and orange colored rust spot

Does my plant look like it has thrips I've been treating it with neem oil but then an orange Color Spot showed up

To me that does not look like thrips, you should be able to see little white wormy things too.

Also on my big plan I have Leaf septoria I think it's called its little yellow brown spots on it it says to use fungi spray but then it says to remove the leaves but it's just a little bit do I have to remove it or if it's only really bad do I have to remove the leaves

Is it on one leaf or the entire plant?

Dont remove leaves, they will tell you if condition is getting worse or better, damage will always be there, just got to get it in check.

Tell us abot more about grow, more the better, maybe its something your doing or missing that is causing the issue

Actually I already snipped them off it was definitely thrip damage because I found an adult thrip bug in my grow tent I was treating it with neem oil however it was just leaving rust spots by Splash burn so I put up yellow sticky cards and I'm going to continue the neem oil treatment

Also can I ask you a question do you really need a 6 inch intake fan and a 6 inch carbon filter for a 5 x 5 grow tent..i have a 4 by 2 foot tent with a 4inch intake and a 4 inch carbon I want to upgrade equipment 2 or 5 by 5 but they're saying my carbon filter and intake fan is too small
