Three weeks flowering, no signs of sex

I'm helping a friend on his first grow.He has two very nice, VERY Sativa dominant plants that are huge and beautifully healthy. He moved them to the basement under a 400 watt MH light (I know, not the best for flowering) three weeks ago today. I was there last night and there were absolutely no signs of sex, no preflowers, no balls, no nothing. Granted, the basement this time of year is cool, maybe 55-65 degrees, and I know this can inhibit growth, but it hasn't. The plants have grown in height and have new branches, but no signs of sex. Anyone had this problem, or have any ideas, other than just giving them more time? I know they can take UP TO two weeks in some situations, but three, or more? One is about 53 inches tall, the other a little under 4 feet, so I'm thinking they should be mature enough at roughly 3 1/2 months old. So what could be the holdup? Cooler temps, MH for flower as opposed to HPS or CFL even?
