I'm really glad I made my veg room 75% smaller than my bud room
I aim to have 9x 15liter/3usgallon pots under each 600w come bud
to 1 meter/3 foot tall in 90 days with 2 months budding
to the 12 week grow on my blog:

You can do it with two room's

one room with a t5 in this room is just for vegging,take the clone's just before you put the big plants in flower ,take the clones of these.
while your flowering just keep topping the plants in veg every branch, By the time you get to week 8/9 you will have plant's at around 2 1/2 ft tall ,but bushes .So make the unit big enough for the vegging plants.
This is what i do have a crop every 8 week rather then every 12/13 week,but you will need the right amount of t5 lighting if you are doing more than two.
The grow you are doing is big ass you will need hps lights for that amount but it could still be done the same method,2 rooms cloning,

i am going to do what you do and crop every 8-9 weeks, starting from seed each time
