Actually that sample application is far more complicated than you need since it sends the output through an LM131 voltage to frequency converter.. If you were to send the output voltage from the LM35 through a variable resistor to a transister that flips a relay switch you could calibrate the variable resistor so the circuit triggers the relay at whatever temperature you choose.. You could determine that temperature by taking voltage/resistance measurements at the triggering point, but its easy enough to calibrate it to work by trail/error alone.. All you need is an LM35, potentiometer, basic transistor, and a relay that is rated for the current your fan draws.. Add a couple cheap components and a 555 timer if you want it to run for a specific time then shut off, or any other tweaks/addons..
Circuits like this are all over the web since alot of ppl need to control appliances for alot of things..

I just use a digital room thermostat from a hardware shop, about £15 ($25ish) and its programmable for day/night temps to be different, can be wired to a heater or fan/ac.
I dont really get why you'd need to spend $100 on something that does exactly the same, but saves you 10 minutes wiring it up (5 if your not stoned).

I use a Sentinel UTC-1 Universal Temperature Controller. I got it for $100. It is all digital and will keep my room to within 1 degree. It has an adjustable dead band from 1 to 8 degrees. Just tinker with the dead band till you get the fan running a preferred cycle. Mine fan runs 15-30 seconds and off for 3-5 minutes.

Yeah I thought about doing that exact thing, but being limited in the electrical area, I am not sure how to have something like that control an AC powered device...

It's pretty simple to wire up, you just have to connect it in series with the live wire for your fan. The only way I could think of to do this was to have a wire running from the live in the plug socket, to the thermostat, then from the thermostat to a double socket (so I could run 2 fans from it) and have the neg and earth wire running from the plug to the double socket. It looked a bit ghetto when I first put it together but I have all my cables pinned to the wall neatly so they don't get caught up. Been running it for about 4 months without a hitch, checked the temperature against both my envirolite digi thermometer/hygrometers and it was accurate to half a degree either way (and it only reads in 1/2 degree steps), better than I expected for the price. I don't believe the temperature needs to be precisely controlled, the fans come on at 28C and go off at 20C, outside that range growth can slow somewhat.
