I have a 4 week old ww/ice plant. It's way behind schedule, I got the problem solved and she's finally taking off. All the sudden I'm seeing a green color, maybe mold spreading from almost the center to half way out. Is there something I can use to spray or something?

It's just green algae. Not poisonous to your plant, but not desirable really either.
Your probably growing under floros, which is when I've seen algae grow on the top of my soil.
I noticed it when I used foxfarm light warrior as part of my soil mix.
After putting the plant under my 400watt metal halide-it cooked the shit out of the algae, and killed it.
If you don't have an option such as that, I would suggest covering the top of the soil, preferably with a white reflective surface. Algae needs light to grow.

Use a plastic fork to fluff the top of the soil. It should fix your algae prob and will help with oxygen exchange and water penetration.

it could be moss
Nah, its algea. I had the same problem on my first (failed) attempt at growing, and with other types of plants and gardening I've done. That shit loves to grow under the CFLs. Make sure you have proper ventilation, your soil is adequately breathable, and most importantly, make sure you aren't watering too often.
